Annexation and Disannexation: Shall Section 1.07 of the City Charter be amended to revise the City's annexation and disannexation authority and procedures to require
compliance with applicable state law, clarify the rights and obligations of residents and property within annexed territory, and require payment of City taxes and
assessments owed before disannexation?
Annexation is the process of adding property to the City. Disannexation removes property from the City. Proposition B would update Manor's rules for annexation and disannexation to require compliance with state law and clarify the rights and responsibilities that apply to residents and property in annexed areas. Note that state law already overrides local charter laws if there is a conflict. It would also require City taxes and assessments owed on property to be paid before the property could be removed from the City.
A vote YES would make these changes to Manor's annexation and disannexation rules.
A vote NO would leave the current Charter provisions unchanged.
