The city of Georgetown continues to experience significant population growth. Resources directed to the Georgetown Independent School District (GISD) are strained as more students enroll every year. GISD already has one of the lowest tax rates in Williamson County. Without a property tax increase, the GISD Board of Trustees may be forced to reduce budgets, which will impact the District’s ability to maintain high-quality educational experiences for its students.

As a result of current conditions, the GISD Board of Trustees has decided it is necessary to implement a modest ad valorem (property) tax increase. They propose an increase of $.09 per $100 valuation for Maintenance and Operations (M&O) and a decrease of $.03 per $100 valuation for Interest and Sinking ( I&S), which is the debt service fund. The net increase to property owners will be $.06 per $100 valuation.

The GISD Administration’s proposed tax rate exceeds the state-mandated Maximum Compressed Tax Rate (MCR) as calculated by the Texas Education Agency (TEA). Therefore, the GISD must obtain voter authorization before it can legally levy the new tax rate. The GISD Board of Trustees deems this action necessary to preserve and ensure a high-quality education for Georgetown's students.
THIS IS A TAX INCREASE

Ratifying the ad valorem tax rate of $1.1106 per $100 valuation in Georgetown Independent School District for the current year, a rate that will result in an increase of 12.80 percent in maintenance and operations tax revenue for the District for the current year as compared to the preceding year, which is an additional $17,479,755.
The Georgetown Independent School District (GISD) has maintained one of the lowest property tax rates among school districts in Williamson County for years. The last increase that required voter authorization took place in 2012, and only minor increases that the GISD Board of Trustees could implement without voter authorization have occurred since then.

If Proposition A passes, the total property tax would be $1.1106 per $100 of taxable property value. With this increased rate, the GISD Board will be able to generate $8.4 million annually and enable the district to maintain a balanced budget. The increase in the tax rate will also permit the district to maintain reasonable class sizes and provide enrichment experiences for students. In addition, the Board will be able to offer modest salary increases to teachers (3.0 to 3.5%) and staff (3.0%). The net tax increase for property owners in the district will be $.06 per $100 of taxable property value. The average increase for homeowners who own property with a median taxable value of $444,465 would amount to $7.07 per year or $.66 per month.

If Proposition A does not pass, the GISD Board of Trustees will have to consider an increase in class sizes and possible reduction of staff. Salary increases will be more difficult to implement. If the Board is forced to reduce budgets for GISD schools, it is probable that students will have fewer educational resources to ensure that they continue to receive a high-quality education in GISD. The total tax rate will remain at $1.0506 per $100 of taxable property value.
