The City of Taylor’s Charter Review Commission was created in December 2025 for the purpose of recommending and reviewing amendments to the city’s home rule charter document. The commission was composed of nine (9) Taylor citizens that worked with support from both the city clerk and city attorney. During 8 public meetings held between March through June 2026, 57 total submissions were considered and narrowed down to the 7 proposed amendments, approved by City Council, to be placed on the November 2026 ballot.
Shall the Charter of the City of Taylor be amended by adding a new Article requiring that, before the City Council takes final binding action on a matter deliberated in executive session under a project designation, code name, or other non-identifying reference, that before taking action a posted agenda item must provide enough specific information for the public to be made aware of the project including the name of the company?
City council may deliberate on a project that has an alias, such as “Project Y”. This amendment seeks to provide more transparency to the community on the specific details of this type of project before the council can take any final voting action. This would allow for easier historical tracking of the topic through previous meeting agendas and allow the community to know more details on what the project entails, including the names of entities involved. This amendment will require that any item discussed by council in executive session that is referenced by a code name or alias be placed on the city agenda identifying the specific names of principal entities and details related to the item.
