The City of Taylor’s Charter Review Commission was created in December 2025 for the purpose of recommending and reviewing amendments to the city’s home rule charter document. The commission was composed of nine (9) Taylor citizens that worked with support from both the city clerk and city attorney. During 8 public meetings held between March through June 2026, 57 total submissions were considered and narrowed down to the 7 proposed amendments, approved by City Council, to be placed on the November 2026 ballot.
Shall Section 7.1 of the Charter of the City of Taylor be amended to provide that every City Councilmember, including the Mayor, has the same power and authority as every other Councilmember except where the Mayor is given explicit duties elsewhere in the Charter; that every Councilmember has the right to place any item on the City Council agenda; that an agenda item requested by a Councilmember must be added to the agenda and may not be refused by the City Manager or the Mayor; and that the City Manager and the Mayor have the authority to order the items on the agenda?
The current charter does not address powers related to setting City Council’s meeting agenda. This amendment will establish that councilmembers and the mayor have the same power except where the Charter gives the mayor additional duties. It will also specify that all councilmembers can place items on City Council meeting agendas. The mayor and city manager will only be able to order those agenda items and cannot reject any items requested by a councilmember to be on the agenda.
