The City of Taylor’s Charter Review Commission was created in December 2025 for the purpose of recommending and reviewing amendments to the city’s home rule charter document. The commission was composed of nine (9) Taylor citizens that worked with support from both the city clerk and city attorney. During 8 public meetings held between March through June 2026, 57 total submissions were considered and narrowed down to the 7 proposed amendments, approved by City Council, to be placed on the November 2026 ballot.
Shall Section 4.4 of the Charter of the City of Taylor be amended to provide that, if a vacancy on the City Council occurs with twelve (12) months or less remaining in the unexpired term, the City Council may, by majority vote of the remaining members, fill the vacancy at the next regularly scheduled election?
Currently, if a council seat becomes vacant, a special election is required to fill the seat regardless of how much time is remaining on that seat’s term. This amendment seeks to avoid calling for special elections outside of the regular election cycle to fill vacant seats. This amendment will allow for council members to fill a vacant seat on the City Council without calling a special election if the remaining term is 12 months or less.
