[Note: The “Background” section for all the Taylor propositions is the same.]
The City of Taylor’s Charter Review Commission was created in December 2025 for the purpose of recommending and reviewing amendments to the city’s home rule charter document. The commission was composed of nine (9) Taylor citizens that worked with support from both the city clerk and city attorney. During 8 public meetings held between March through June 2026, 57 total submissions were considered and narrowed down to the 7 proposed amendments, approved by City Council, to be placed on the November 2026 ballot.
Shall Section 4.2 of the Charter of the City of Taylor be amended to delete the requirement
that a Councilmember shall not be indebted to the City for consistency with state and federal
law?
Taylor’s city attorney recommended that the current requirement that a candidate for Councilmember cannot be indebted to the city conflicts with certain state and federal laws. Based on this advice, the commission recommends this requirement be removed from the city charter. If passed, this amendment will remove the requirement that a candidate for councilmember cannot owe money to the city of Taylor.
