Tough to narrow this down to one thing! Probably time. Voluntary annexation, re-zoning, site plan reviews, engineering reviews and scheduling for Planning and Zoning as well as City Council. All these things take a lot of time. For a developer, time really is money which ultimately gets passed along to the buyer or renter in the case of residential development. Land cost and borrowing cost is high. Anything that speeds up the process helps lower costs which any savings get passed along to the buyer or renter as well.
Affordable housing does not have a single solution. The costs the city can affect include zoning, the time from inception to completed development, the city-charged fees associated with development and construction, forward-thinking infrastructure development and the city's property tax rate. The city must make sure the process to develop affordable housing is as efficient as possible so that the savings can be passed on to the homebuyer or renter. Working on each of these is a high priority of mine.
1. Public safety & public works are why cities were originally formed and those should be the city's most important priorities. Planning for growth should begin with those core services. We need to ensure that we can recruit and retain the best first responders. By not being competitive, we are losing good people to other cities. We need to examine our ability to grow and address deferred infrastructure maintenance within our current city limits, while planning for additional infrastructure capacity in growth areas.
2. Spending. I want to make sure the city focuses on the core services. By drifting away from core services, spending has become a major challenge as indicated by the need to raise taxes to cover the budget and debt service.
