Professionally, I monitor and optimize tens of millions of dollars of costs each year. I am also the treasurer on the Circle C HOA Board of Directors, where I oversee an annual budget of $7 million.
The job of the Board of Directors is governance, not appraisal. But the legal standard for property assessments is clear: market value, applied equally and uniformly. Fairness is the law, so compliance is non-negotiable. No special deals for taxing entities, and no special deals for connected owners.
The ideal TCAD Chief Appraiser should have experience leading other appraisal districts or large teams within other appraisal districts. There are legal minimum technical requirements, but they must deeply understand mass appraisal, operate with independence and integrity, and be totally committed to transparency and communication. A TLO should be a property tax expert, organized, and independent.
I serve as the Treasurer on the Circle C HOA Board of Directors, so I understand what it means to be a good steward over dues paid by hardworking property owners. With over 5600 dues-paying households and a $7 million budget, I have learned that fiscal responsibility, transparency, and accountability are necessary to maintain trust when you're spending other people's money.
The job of the Board of Directors is governance, not appraisal. I have firsthand experience as a Travis County property owner who protests every year. And every year I experience the same uncertainties and frustrations with the process. I’ve learned how notices, evidence, and hearings actually work, and I will use my experience to push for a process that is clear, consistent, and fair for everyone
I have worked in public policy and government for over a decade. My Master’s degree focused on measurement and assessment, and my consulting practice includes performing data analysis and evaluation.
Property values should be based on accurate data, widely accepted appraisal methods, and consistent treatment of comparable properties. The public should also be able to understand how those values are determined. That requires ensuring TCAD has the staff, technology and resources needed to do its work successfully.
A Chief Appraiser should have strong appraisal expertise, a track record of effective leadership, fiscal responsibility, and a commitment to accurate and fair appraisals. For the Taxpayer Liaison, I would prioritize knowledge of the property tax system, clear communication and a commitment to helping the public understand and navigate the process.
I serve as Chief of Staff to a Texas House member on the Ways & Means Committee, ensuring he is prepared to evaluate policy proposals. Over the past decade, I have advised elected officials and public sector leaders in Texas and California. As a consultant, I provide data analysis and technical assistance to higher education leaders to support data-driven use of state and local resources.
My experience in data analysis and evaluation, along with graduate training in Assessment and Measurement, provides a strong quantitative foundation for this work. I am trained to examine methodologies, assess the validity and reliability of results and evaluate the accuracy and consistency of outcomes. These skills are directly applicable to evaluating appraisal methods, comparable property data.
