The Clark County Clerk serves as the official record-keeper for the County Commission and is responsible for maintaining public records, administering certain licensing functions, and overseeing key administrative processes within county government. The Clerk manages marriage licenses, business filings, and official documents, and ensures that Commission meetings and records are properly documented and accessible to the public. Because this office plays an important role in preserving accurate public records and supporting transparency in local government operations, the County Clerk contributes to accountability, open governance, and public trust in county institutions.

117 years of historical records were scattered throughout multiple organizational models, multiple formats and multiple medium. Outdated; hard to find; organized in different ways under 100 years of clerks who oversaw rapidly changing technology. We are bringing it all together into a centralized database using the latest technology to make it easier for you to understand what your government is doing in your name.
State law allows up to five branch offices. I opened a branch in Mesquite, expanded the hours in our Henderson office, successfully fought to keep our Laughlin office open and launched a pop-up marriage license bureau at the airport. Next?
Passport services shut down across the county during COVID; I opened them back up . In a city that never sleeps, I wanted to make it easier for workers to get their passports. I opened two passport locations including the Marriage License Bureau walkup hours for up to 10 p.m. daily, 365 days a year. We went from issuing zero passports in 2021 to 173 passports in 2022 to 8,047 passports in 2025.

I would make access 24/7 without weakening identity checks. Couples would apply online or at free hotel and airport kiosks, verify with bank-grade ID authentication and liveness checks, pay securely, and receive a QR-coded digital license instantly. The downtown Bureau stays open for anyone who prefers in person. Records would be searchable online with clear public vs. confidential labels and a tracked NRS 239 request portal. DBAs would use a guided wizard, instant name check, e-signature, and same-day digital certificates. Accuracy comes from capturing data once, audit trails, and staff review of exceptions—not by keeping people in line. Faster. Fairer. For All Clark County.
First, replace paper re-keying with validated digital intake and human-supervised automation so staff serve people, not trays. Second, publish live wait times, plain-dollar fee schedules, performance dashboards (volume, turnaround, satisfaction), and open-data feeds so the office is one you can watch work. Third, design every service around the customer: multilingual, mobile-first guides; smart officiant matching; streamlined notary coordination with the Secretary of State; and Vegas Vows Forever so couples return. Savings from leaner operations and vendor discipline get reinvested in faster service—not slashed hours. Measure cost per transaction, cut waste, keep the human standard high.
