MCAD District Board of Directors, Place 3

The Montgomery Central Appraisal District Board of Directors is composed of nine members. Five members are appointed by the taxing units that participate in the district; three members are elected by a majority vote at the general election for state and county officers by the voters of the county; and the County Tax Assessor Collector serves as an ex officio (non-voting) director. Elected directors serve staggered four-year terms.Primary duties of the Board of Directors include hiring a Chief Appraiser, adopting the appraisal district’s annual operating budget, appointing members of the Appraisal Review Board, developing and implementing policies regarding reasonable access to the board, preparing publicly-available information describing the board’s functions and complaint procedures, and appointing and evaluating Taxpayer Liaison Officers. Please note: The Board of Directors does not have the authority to appraise properties or review individual property values. The Board also cannot grant or deny exemptions or take any action related to property valuation.

Transparency: What specific measures or policies would you propose to increase transparency of the residential and commercial property appraisal process?

I am not a career politician. I am an experienced TX attorney and real estate professional. I understand property values, the law and the appraisal process.I want Montgomery County voters to know that I am experienced, independent, accessible and committed to standing up for property owners. I am not running for a title; I am running because I believe your voice should matter.
I am a licensed attorney since 1989, Bd Certified in Residential Real Estate Law, a real estate broker, a former Municipal Judge, a former title company owner, and an adj professor. I understand property law, real estate values, the legal system, and the challenges property owners face when dealing with government. In addition, I was a Managing Attorney with the TX Attorney General
The biggest challenge facing MCAD is keeping pace with Montgomery County’s rapid growth while maintaining fair, accurate and uniform valuations. If elected, I will advocate for better technology and data, improved transparency, responsible spending and stronger oversight to keep property records current and ensure taxpayers are treated fairly.
A chief appraiser should have strong knowledge of Texas property tax law, appraisal practices and mass appraisal, along with proven leadership and management skills. Integrity, impartiality, transparency and accountability are essential. The chief appraiser must be able to manage staff, use technology effectively, communicate with taxpayers and ensure accurate, fair and uniform valuations.
I would require MCAD to clearly explain how each property’s value is derived, including comparable sales, adjustments and valuation methods. I would support easy public access to appraisal data, plain-language guides, regular reporting on valuation accuracy and uniformity, and a transparent process for taxpayers to review and challenge their valuations.
