Serving as Recorder of Deeds has been one of the greatest honors of my life. I am seeking reelection because there is still important work to do and more ways we can serve New Castle County. Many of our strongest initiatives began by listening to homeowners, attorneys, title professionals and community members who shared the challenges they faced. That approach has shaped how I lead this office. I want to continue protecting homeowners, improving access to property information, expanding public education, and making government easier to navigate. This office has become my life’s work, and I remain committed to serving with integrity, experience and a genuine desire to help.
During my current term, we focused on protecting homeowners while modernizing the Recorder of Deeds Office. We launched AlertMe, a free notification service that helps residents monitor documents recorded under the names they choose, providing another tool to help protect their property. We also completed our cloud migration, strengthening cybersecurity while ensuring recording services remain available with minimal interruption during emergencies. We implemented Delaware's Transfer on Death Affidavit process and expanded community outreach. If reelected, I will continue increasing public awareness through educational programs, videos, and online resources so more residents understand and benefit from the services available to them.
The Recorder of Deeds is one of the most specialized offices in county government. It requires knowledge of Delaware land records, recording law, technology, public finance, and the needs of homeowners, attorneys, lenders, title professionals, and community partners. I have built trusted relationships across those groups and used their concerns to improve services, strengthen security, modernize operations, and create practical resources for the public. My qualifications are not based on time alone, but on a proven record of listening, solving problems, managing the office responsibly, and delivering results without disrupting the services residents and the real estate community depend on.
The Recorder of Deeds Office protects one of the most important investments many families will ever make—their home. We preserve New Castle County's official land records while recording deeds, mortgages, and other legal documents that establish property ownership. We also provide resources that help residents better protect and understand their property, including AlertMe, the Community Association Portal, and information on Delaware's Transfer on Death Affidavit. Beyond maintaining accurate records, our mission is to make government more accessible through technology, education, and responsive customer service.

I’m not new to this work, I’ve spent over 20 years showing up for this community, not just at election time, but every day, in every neighborhood. That’s the trust I bring to Recorder of Deeds. But experience alone isn’t enough, I’ll also bring new vision and a more upbeat atmosphere to that office: one that’s open, accessible, and finally puts the public first.
One area this office needs to improve is simple: accessibility. Too often, county offices feel closed off to the very residents they serve. As Recorder of Deeds, I’ll make sure this office is open and accessible five days a week, during normal business hours, no exceptions, no excuses. Residents shouldn’t have to jump through hoops to access their own property records.
But accessibility doesn’t stop at the front door. I’ll be out in the community as much as possible, at civic meetings, neighborhood events, wherever residents are, because this office should feel like a resource, not a bureaucracy. Alongside that, we need to modernize public records access, strengthen protections against deed fraud, and bring real accountability to the public
My qualifications come from more than two decades of public service, as a New Castle County Council member representing District 11, That’s a career built on accountability, showing up, and getting results for the people I serve.
What differentiates me is simple: over the years, this office has drifted away from the people it’s supposed to serve directly. Residents shouldn’t feel like the Recorder of Deeds is out of reach. I’ll bring this office back to normal business hours, five days a week, so it’s actually there when people need it. And I’ll bring new energy and new vision to a role that’s too often been treated as routine, because protecting property records and preventing deed fraud isn’t routine to the families it serves,
Changes I will put forward on day 1:
1. Public awareness campaign — most residents have never heard of TOD deeds or Alert Me; a simple estate-planning tool and a fraud-prevention tool are sitting unused.
2. Proactive outreach — take the office’s existing classroom/organization presentation offer and turn it into a real community-events push, not just a passive invitation on a webpage.
3. Consistent business hours, five days a week — ties directly to your accessibility message.
4. Plain-language guides on deed fraud, clouded titles, and twisted deeds.
