Selma Village Sewer District Proposition
Four-sevenths majority required.Ballot wording: Shall the Selma Village Sewer District of Jefferson County, Missouri issue its sewer revenue bonds in the principal amount of Two Million Five Hundred Thousand Dollars ($2,500,000) for the purpose of constructing, improving, extending and equipping the District's sewerage system, the cost of operation and maintenance of said system and the principal of and interest on said bonds to be payable solely from the revenues derived by the District from the operation of its sewerage system, including all future extensions and improvements thereto?Summary: The measure would allow the sewer district to borrow $2.5 million to make upgrades and perform maintenance on its wastewater plant to comply with a 2022 Missouri Department of Natural Resources abatement order. If passed, the bond issue would be paid off between 2046 and 2056. Residents would pay a significant increase in fees to cover the cost. The district serves a small community with about 350 property connections. At present, the plant uses only 26% of its capacity. Proponents say the upgrades must be made to comply with state environmental requirements and that the area is expected to grow. They also say there has been no fee increase since 2011. Opponents say the uncertainty of future fees is problematic.
