Born and raised in West Virginia, Ashley began her career at the Cleveland Clinic as a nurse in the cardiothoracic intensive care unit (ICU) in 1999. She traveled across the country, where she continued working as an ICU nurse until 2007, when she attended graduate school in nurse anesthesiology. She joined the Navy Nurse Corps, serving as a Lieutenant Commander as a CRNA. Ashley has provided her services as a CRNA for those across our lifespan, including those needing gender affirming care, abortion and reproductive care.
My top budget priorities focus on the whole health of an individual and family- healthcare, housing, paying jobs that can support families, and funding education. Planning and prevention of crises is less expensive than a cure or endless repair. I have the courage to invest in whole health infrastructure. If we continue the cycle of fixing problems instead of preventing them, Washington State will continue be challenged with families paying the price.
I would like to join JLARC- the auditing review committee to re-evaluate tax exemptions for companies and entities that benefit from the current economy. Families should not suffer while companies thrive by not paying their fair share of taxes.
As a legislator, I would be open to other opportunities to reduce our regressive taxes.I
I feel very lucky to live in a state that values the ability for the public to research a candidate while at home, at their own pace, without having to take time away from work, and either mail or place their ballot in a local collection site. We are the envy of many!
The increase in civic participation and public confidence can start with our young adults- many who pay taxes, drive cars, are active in our neighbor hoods, and are invested into their educational process. Lowering the age requirement to vote to 16 would encourage involvement in our elections, allowing them to experience the impact of their ballot and the outcome that follows. Placing the ballot in the box, celebrating that right, will encourage voters for decades to come.
We need to focus on preventative strategies to improve public safety in Washington state. Many of our public safety concerns are focused on homelessness, crime, mental health, and substance use disorder. These issues are often intertwined and complex.
Preventative strategies, like education, training, access to mental health care, and employment decrease crime and improve public safety prior to a crisis. We are currently trying to find a simple cure for complicated circumstances and aren't succeeding efficiently. Decreasing the causes that lead to becoming unhoused, unmanaged trauma, and poverty work. Public safety deserves more than a jail cell as the sole cure. I would advocate for services throughout our communities.
In this technological age where information and data are skewed toward media bias, it is imperative that Washington state support local journalism, reliable news, and information. Access to this information should readily available on social media, applications, electronic media (podcasts, radio, television). Our neighbors deserve information, data, and news- not media bias- to be current on issues.
I believe reform is necessary for the redistricting in 2031. Our districts need to reflect the needs and demographics of our communities, not the needs of political parties. While requiring a Constitutional amendment, a Redistricting Commission would assist in representation while increasing data collection, transparency, and public communication. The League of Women Voters has an outstanding proposition to improve the process that I fully support.
The 11th Legislative District has a lot of issues that it is facing at the moment; sex trafficking, homelessness, older homeowners not being able to pay the increase in property taxes, and affordable healthcare access. The greatest challenge I am hearing, however, is supporting our public education system- educators, support staff and students.
Funding public education is mandated by our Constitution, yet our rankings in comparison to the country are falling. The state government needs to fund public education for our future to be successful. The cuts seen to funding are being reflected in the current challenges we see. The future costs of amending these cuts exceed the current needs. Prevention is less expensive than the cure- let's properly educate and support our teachers and youth.

Rep. Hackney is an attorney with more than 30 years of experience in criminal, labor, and employment law. He has served as a federal prosecutor, a United Nations war crimes prosecutor, and trained prosecutors and judges internationally for the U.S. DOJ. In the private sector, he has represented nonprofits and startups and served as lead employment attorney for The Nature Conservancy. Outside of his legal career, David has managed a community kitchen serving people experiencing homelessness, helped raise funds to build an elementary school in the Democratic Republic of Congo, participated in criminal justice reform efforts abroad, and served on the board of King County Habitat for Humanity. He currently represents the 11th LD.
We can look for additional revenue with my False Claims Act, which will help the state prevent fraud. Right now, we only have the Medicaid Fraud False Claims Act which has saved our state nearly $72M, if we expanded the false claims act, it would recover more revenue and hopefully prevent massive cuts. If reductions became necessary, we could cut across the board less than 3%.
We need more debates and more public candidate forums.
Investing in law enforcement and not just financially. We need to invest in behavior and mental health, like the CARE teams, because not everything requires a police officer with a gun. We also must address that we have the lowest ratio of police to residents and we need to make sure they are fully staff and that they have everything they need to do their job well.
Regulate closely the exemptions for public records act for legislators. Expand TVW segments for local news and information.
Just ensure that it remains nonpartisan.
Affordability, plain and simple. And our role must be to reduce sales tax and other regressive taxes. Another major issue in the 11th LD is air pollution. My district is so close to the airport and we need to invest in more infrastructure for electric and clean vehicles.
