Park County Assessor

There is one political party Primary election for this race: Republican. All Republican affiliated and unaffiliated voters will be eligible to cast a vote in this race. Unaffiliated voters will receive both DEM and REP ballots. Unaffiliated voters must return only ONE ballot. The county assessor is an elected official and identifies, describes, and values all property located in the county and creates the tax roll by applying taxing authority mill levies to taxable assessed valuation of property. Term of office is four years.

Submitted Biography I was elected the Assessor in 2018 and began work in the office January 2019. In the last seven years I have worked to make the office more efficient by implementing mobile devices for field appraisers and contracted for software for front office deed transfers. The office is working to correct outdated data and accurately reflect the sales data to produce the best value results for the assessment of properties.

As with any office there are always things that you would like to improve on. My top priorities in the first 100 days will be the 2027 reappraisal and implementation of procedure for new agricultural legislation. The notice of value figures for the 2027 reappraisal are due to the printer mid-April 2027 for mail out to property owners May 1. The three months prior to this deadline are crucial for verifying data, testing modeling and reviewing changes. These processes are all used in determining mass appraisal value for the reappraisal. In 2026 the legislature changed the definition of "ranch" and "farm" as it relates to agricultural use. To communicate these changes effectively, staff and I are working on a new procedure regarding agricultural classification to offer clear and concise directions on what documentation is required to be submitted to the office and what actions will be taken by the office for verification of agricultural use. The successful completion of these two projects will help move the office forward working with and for the property owners in the County.

I have been serving as the Assessor for seven years and want to continue with the progress of the office. The office has made great strides forward in correcting outdated data, training staff for consistency and accuracy of sales data, providing a website that offers comprehensive information on what the Assessor's Office does, how properties are valued and the ability to easily protest valuation or classification. We offer excellent customer service, answer phone calls and work hard to answer taxpayers’ questions. The office will always have things to improve on, but it is my goal to continue what has been started and keep moving in a positive direction to provide the best service to the people of Park County.
I think how property valuations are determined is difficult for a majority of people to understand. Currently, in Colorado, there is a split assessment rate on residential property (one for schools and one for all other authorities) and the assessment rate for all other types of property is not the same year to year. It is understandable that this was done to assist property owners who were facing record increase in value for the 2023 reappraisal, but it caused difficulty in implementing these changes. Property owners did see a benefit ($55,000 off residential actual value) in that reappraisal, but it was all negated in the 2025 reappraisal. Property values may have increased slightly or even decreased in 2025, but with the removal of the $55,000 off actual value, many homeowners saw an increase in taxes due. If I could implement any changes, it would be to simplify the adjustments made to determine the tax amount, so it is straight forward and easily understood.
