Justices of the Peace address misdemeanor criminal cases and civil cases of no more than $15k (plus all evictions). The successes that Missoula County Justice Court has had are due primarily to the partnerships we have built and coordination with other agencies and departments. That includes federal grants that pay for specialized programs, and partnerships with other departments to ensure that we are not wasting time or taxpayer money. The leadership of Judge Landee Holloway, the other JP, has been necessary to do all of that work. I have complete confidence in her. If she was not here doing (at least) half of the work, I would not have the capacity to do the specialized work that I do.
Courts are labor intensive. Both Judge Holloway (the other JP) and I have been able to obtain grant money to pay for employees and programs that make justice court more effective and efficient. Judge Holloway's DUI treatment court (the R.O.A.D. Court) is a great example of that. The state provides no funding for misdemeanor treatment courts. Judge Holloway has built from scratch, using primarily grant funds, a program that substantially reduces the recidivism rate of DUI offenders and thus made the roads safer for us all.
The thing that I am most proud of is the development of our specialized domestic violence court. All of the domestic and intimate partner violence cases (1) are assigned to a single judge; (2) are resolved within 90 days; (3) include alleged victim/survivor input both pre- and post-sentencing; (4) include evidence-based evaluations prior to sentencing; and (5) have substantial post-sentencing support for both offenders and survivors.
That program would not exist without the tremendous amount of work done by other county departments (specifically the Community Justice Department & the County Attorney's Office) and the Domestic Violence Court Coordinator.
