Measure C — Kentfield School District — Renew Parcel TaxKentfield Local Education Funding Renewal MeasureTo protect quality education/local funding that cannot be taken by the State, shall Kentfield School District’s measure be adopted, maintaining quality core academics, including math, science, reading/writing; attracting/retaining exceptional teachers; and preventing class size increases by renewing the expiring school parcel tax at the current $1,842 rate, adding $148/parcel, providing $5,900,000 annually for 10 years, with senior exemptions, annual adjustments, independent oversight, and all funds locally controlled?Passage Requirement: 2/3IMPARTIAL ANALYSIS BY COUNTY COUNSELKENTFIELD SCHOOL DISTRICTSPECIAL PARCEL TAX MEASUREMEASURE CThis Measure was placed on the ballot by the Board of Trustees of the Kentfield School District.The existing Kentfield School District parcel tax is set to expire on June 30, 2028. If this Measure is approved by two-thirds of the votes cast on this special tax proposal, the existing Kentfield School District parcel tax will be replaced. Instead, an annual levy upon all parcels shall be $1,990 per parcel. The replacement tax will begin on July 1, 2026, and expire on June 30, 2036. The Kentfield School District Board of Trustees estimates revenue from this Measure will be approximately $5.9 million dollars annually. Beginning on July 1, 2027, the rate of the special tax shall be increased by three percent (3%) each year.Should this measure not be approved by two-thirds of the votes cast on this special tax proposal, the existing Kentfield School District parcel tax will continue, as scheduled, through June 30, 2028, unless altered in future elections.An exemption from this special tax may be granted on any parcel owned by a person who uses the parcel as a principal place of residence and: (1) is 65 years of age or older; (2) receives Supplemental Security Income for a disability regardless of age; or (3) receives Social Security Disability Insurance benefits regardless of age and meets specific income guidelines from the federal government.The stated purposes for the funds raised by this special tax are to attract and retain highly qualified teachers; maintain core academic programs such as science, math, reading and writing programs; and prevent class size increases. Pursuant to the California Constitution Article XIII B and applicable laws, the appropriations limit for the District will be adjusted periodically by the aggregate sum collected by levy of this qualified special tax.s/BRIAN E. WASHINGTON, County CounselARGUMENT IN FAVOR OF MEASURE CVote Yes on C to protect high-quality education and strong property values in Kentfield School District.Our local schools serving Kentfield and Greenbrae are among the best in California because we have exceptional teachers, challenging academic programs, and strong support from the community. KSD provides our students with a well-rounded education that prepares them for success in high school, college, and future careers.However, local funding our schools have relied upon since 1987 is set to expire unless voters approve Measure C.Without Measure C, KSD will lose over $5 million annually - nearly 25% of its budget. KSD has already made budget adjustments without eliminating teachers or academic programs, but there is no more nonessential spending to cut. If local parcel tax funding expires, extensive teacher and school staff layoffs, cuts to academic programs, and increases in class sizes will be required.Voting YES on C renews local school funding to prevent deep budget cuts and continue funding for:• Maintaining strong core programs in math, science, reading, writing, and technology• Attracting and retaining highly qualified teachers• Preventing class size increases to preserve individual attention and strong student outcomesMandatory Local Control & Fiscal Accountability• All Measure C funds go directly to our local elementary school and middle school and cannot be taken away by the state or federal government• An independent oversight committee comprised of local community members will continue to ensure funds are spent as promised• Senior citizen homeowners will continue to be eligible for exemption and do not need to reapplyEven if you do not have school-age children, supporting quality education is a wise investment.
