Campaign Statement I am Richard Spencer with deep pioneer roots in Paris since the 1800s. My family has farmed this valley, served in county offices, and led in our community for generations. My wife Ashley and I returned full-time in 2019 to raise our family and run a small farm. I currently serve as Paris City Clerk and Treasurer. I am running to bring fresh energy and integrity to the County Clerk's Office. My priorities are accessible public records, smart efficiency that saves taxpayer dollars, and stronger community engagement with real accountability. As Chief Elections Officer, I will uphold Idaho law and ensure secure, transparent elections that earn voter trust. I would be honored to earn your vote in the May 2026 primary.

The most important challenges facing Bear Lake County include managing growth and tourism around our beautiful lake while protecting its environment and small-town character, maintaining efficient and transparent county services, and ensuring fiscal responsibility for our taxpayers. As County Clerk, I will address these by making public records and services more accessible through practical digital improvements, streamlining office processes to save taxpayer dollars, and increasing community engagement so residents’ voices are truly heard. By focusing on transparency and efficiency, we can support sustainable growth without losing what makes Bear Lake special.
have deep pioneer roots in Paris dating back to the 1800s, with family members who served as county officials, farmers, and church leaders. I currently serve as Paris City Clerk and Treasurer, where I manage records, budgets, meetings, and public services. My wife Ashley and I returned in 2019 to raise our family and run a small farm here. These experiences give me hands-on knowledge of local government, a strong commitment to integrity, and a personal understanding of the values and needs of Bear Lake families and farmers.
I will stay engaged through regular “Clerk’s Corner” updates on social media and newsletters, periodic town halls or office hours in Paris, Montpelier, and Georgetown, and prompt responses to phone calls and emails. I will also publish simple summaries of office activities and actively seek resident feedback on services. As a lifelong-connected neighbor who returned home to raise my family here, I believe government should feel approachable. I am committed to listening, responding, and serving with the same neighborly spirit that defines Bear Lake County.
