Our county’s future is my priority — and yours. First: Secure our infrastructure for the next generation. Plan for growth while recognizing our agrarian roots. Our fire district, roads, sewer systems and water resources all need coordinated attention. Second: Ensure county government follows its own rules and spends wisely. I am actively working to refine procedures and processes so that our county’s actions conform to law and earn your confidence. Third: Build on what works and finish what's been started. We began updating our 24-year-old comprehensive plan. I will shepherd that effort to completion with real community input so our land use rules, growth decisions and infrastructure investments are targeted on actual planning.

Bear Lake County Commissioner, District 1
Our infrastructure (fire and ambulance services, roads, sewer and water) needs coordinated attention to be ready for the next generation. As commissioner, I will partner with city and district leaders, employers and unincorporated communities to adopt plans that secure our aging infrastructure before small problems become expensive emergencies. I am working with our new county attorney to restore confidence in county government through streamlined processes that ensure our county follows its own rules. Our comprehensive plan is 24 years old. The current commissioners took important early steps toward updating it and I will see that promising effort through to completion with meaningful community input.
For four years, I have attended nearly every county commissioner and Planning and Zoning meeting, recently adding five city council meetings. What I saw convinced me we need a commissioner who understands how county government actually works. My career prepared me for this. My employers were lawyers and I retired as a paralegal from one of Salt Lake's largest law firms. I served with the Bear Lake Regional Commission, Fish Haven Pipeline Company, as a Passages advocate reducing recidivism, and am winding down Bear Lake Community Health Center's operations. My experience in land use regulation, legal compliance and public administration is directly relevant to the work a county commissioner does every day.
Attending governance meetings throughout the county and in surrounding jurisdictions will not change when I take office. As commissioner, I will distribute regular updates via email, post to Facebook and hold informal office hours at the courthouse so constituents can raise issues face to face unless prohibited from doing so when an issue intrudes on commissioners' quasi-judicial role. I will also host listening sessions in Montpelier, Paris and other communities across the county. My cell number is 801.243.6676. My name is Blake Phillips and I am honored to be a candidate for the position of Bear Lake County District one County Commissioner. I am currently retired but still serving my community as a founding Member of the Bern Community Recreation District board member. As a board we are currently working with State and Federal Partners to secure a Brownfields grant to remove an old school building and replace it with a park on the Bern communities 3 acres.

Bear Lake County Commissioner District one
Bear Lake County is growing rapidly, creating serious challenges for our environment, water quality, and infrastructure. I support community-led conservation, responsible development, and long-term infrastructure planning to protect our resources and maintain our rural character. Affordable housing and short-term rental impacts must also be addressed through fair enforcement of noise, parking, and safety ordinances, along with support for residents priced out by rising costs. Invasive species threaten both land and water. I will work closely with Bear Lake Watch and others to manage and control these issues.
I have served as a public servant in this community for over 30 years, supporting the residents of Bear Lake Valley in various roles. I bring a unique perspective to the Commission, drawing on my background in law enforcement and natural resources. I have extensive experience from my career, retiring as Assistant Chief of Enforcement. I was involved with management, supervision, operations, training, and budget oversight. Additionally, I have worked on land use issues, regulatory review, and development.
As a former State Government administrator and public servant, I am well aware of the importance and value of keeping an open and transparent relationship with all members of your community. I will continue to be an active listener, when a constituent may need to talk and no matter what problem they are facing. Availability is key to being successful in engaging with those you serve.
