Bio Questions Default Diana Carter is a Rutherford County resident, public servant, and candidate for County Commissioner in District 18. A graduate of Middle Tennessee State University with a Bachelor of Science in Psychology and double minors in German and Political Science, Diana brings both academic grounding and real world experience to her campaign. By day she works in podcast marketing, helping small businesses grow their voice and reach. Earlier in her life she served as a firefighter and EMT, a chapter that shaped her belief that leadership means showing up for people before they need to ask. Diana has called Rutherford County home for nearly 20 years. She raised her daughter here as a single mom and has built a full, rooted life in this community.
To listen to and faithfully represent the people of their district, ensuring every voice is heard at the commission table. A commissioner votes on budgets that reflect real community needs, makes zoning decisions that protect existing residents, and appoints board members who serve the public good rather than special interests. They are responsible for ensuring emergency services are funded and prepared, that infrastructure keeps pace with growth, and that quality of life is protected for every family. A commissioner's job is to ensure that growth, safety, and quality of life work for every family in the county, not just a few.
Rutherford County families deserve to know that when disaster strikes, their county is ready. My first goal is to ensure our emergency management systems are fully prepared, supplied, and trained for large scale tornado events and severe winter weather, including designated warming stations so no neighbor is left without shelter.

My second goal is to tackle food insecurity head-on by exploring community cooperative grocery models where county facilities and federal funding come together to give every family access to affordable, healthy food. No family in Rutherford County should have to choose between groceries and bills.
I would meet directly with EMS leadership to assess where we stand, review existing action plans, and ensure they reflect the realities of our growing county. From there, I would advocate for and vote to allocate the budget needed to close any gaps because a plan without funding is just a wish list. I would also push to ensure the physical infrastructure is in place so first responders can reach every corner of Rutherford County quickly.

I would research federal funding opportunities such as the Healthy Food Financing Initiative, identify underutilized county owned facilities that could house a community cooperative grocery, and build partnerships with local organizations and farmers to make affordable healthy food accessible to everyone.
The main function is setting the tax rate and allocating money to operate the county. We have to monitor the different departments expenditures and fund ending balances.
