I have had the honor of representing House District 48 for the last twenty years. I am now the longest serving member on the House Appropriations Committee and the Higher Education Committee.
For the past several sessions I have introduced legislation that would increase the basic allotment and provide for an annual adjustment as determined by the comptroller applying the inflation rate to the allotment for the preceding school year. My bill would make this change as a constitutional amendment, so it remains an automatic adjustment that our districts can rely on.
We must fund supply, infrastructure, and conservation projects that local water development boards, cities, and counties identify as necessary. To meet increased energy demand, we must utilize our uniquely diverse energy portfolio to increase existing generation capabilities in thermal, solar, and wind while also building out nuclear and geothermal capabilities and ensuring adequate transmission.
Improving healthcare affordability and access will require both an increase in funding for programs, services, and providers who deliver care and policy solutions that improve the workforce pipeline for nurses, physicians, and other healthcare professionals. For the latter, we must align course curriculums and improve coordination between education systems for Texas students.
We need policies which address community and environmental concerns while allowing Texas to continue serving as a hub for technology and innovation. I support giving local governments the necessary land-use and regulatory authority to ensure developers are responsive to community and environmental concerns and follow through on promised economic investments.
