I have built relationships in Congress that allow me to be effective no matter who is in power, and I have sat at the table where crucial decisions are made to deliver real results for our district.
As ranking member of the House Appropriations subcommittee on Homeland Security I have made it a priority to lead oversight. This means that when ICE goes too far, like detaining a nun in habit on their way to Sunday mass and detaining hardworking community members instead of on criminals I can ensure oversight and accountability.
Simply put, ICE needs to focus on criminals not dreamers. I support strong border security but what ICE is doing by going after our community members, builders, religious leaders, dreamers is not what the people of South Texas want. As a senior appropriator I secured language pushing ICE to focus on actual criminals for exactly this reason.
I sponsored the American Consumer Tariff Rebate Act of 2026 to return money directly to families after the Supreme Court ruled the administration's retaliatory tariffs unconstitutional. Tariffs are hidden taxes that raise prices on groceries, fuel, vehicles, and building materials. Direct rebates help remedy this failed policy and get families back on their feet.
I believe in an all of the above approach to energy that includes traditional and renewable energy. My district pairs all viable forms of energy to lower costs, create jobs, and boost local revenue because that’s what it takes to meet energy demands and protect the environment. As a senior appropriator I’ve secured millions in funding to reduce emissions and ensure a steady supply of energy.
I authored Texas' CHIP pilot program, expanding coverage to hundreds of thousands of children, and secured over a billion dollars for Community Health Centers in Congress. I will always protect Medicare and Medicaid, fight to lower prescription drug prices, and keep strengthening rural hospitals and care access in underserved Colonia communities along the border.

As a community organizer and activist I’ve championed immigrants, the poor, and the marginalized. I’ve seen the harms of political corruption. The Green Party doesn’t take corporate money, nor do I!
When President Trump pardons a politician and his wife for federal charges of bribery, money laundering, and acting as foreign agents, corruption has gone too far. Let’s get money out of politics. We need an Anti-Citizens United Constitutional Amendment to end the power of billionaire donors and their PACs. We also need 18-year term limits for federal judges, including the Supreme Court.
Abolish and prosecute ICE. Abolish DHS. End all immigration detention and deportations. Immigrants and asylum seekers are our siblings and we must love them as ourselves! (Lev. 19:34) Speaking as a formerly undocumented immigrant, if we want other people to stop coming here, then we need to stop destroying their countries for corporate profits! Let’s demilitarize our border and tear down the wall!
We'll cut 90% of military spending, close all foreign bases, and reinvest that money into our communities. Rather than bombing babies and spreading misery, we will have Medicare for All, Free College, Free Childcare, Food Stamps for All, a federal jobs guarantee, forgive all student loans and more! Let’s abolish billionaires and redistribute their wealth to the 99% via Universal Basic Income.
South Texans know our summers are getting hotter and our winters are getting shorter. The climate crisis is real and it's here. We must declare an emergency, nationalize and shut down the fossil fuel industry, and massively subsidize a rapid and just transition to 100% renewable energy. The future of our planet depends on it. We can also lower bills by nationalizing power and utility companies!
We need Medicare for All! This means improved and expanded Medicare for everyone, with no premiums, no deductibles and no copays, medical care that's free at the point of service! It will include prescriptions, dental, vision, hearing aids, and mental health. Forgive all medical debts! Other nations have achieved universal healthcare, we can and must do the same! Healthcare is a human right!
