Campaign Endoresements
Texas Latinos for Conservatives PAC, Former Texas State Representative Rick Miller
I bring 22 years of Marine Corps leadership, where I learned true leadership is service - putting others first, accepting responsibility, being accountable to others. There I led people, managed resources, and made decisions under pressure. My Political Science degree complements that experience. I bring integrity, discipline, integrity, and a servant-leadership mindset to serve Precinct 2.
I would begin with a comprehensive assessment of the county’s water treatment plants and infrastructure: age of the plant, efficiency, maintenance history, remaining life cycle, capacity, and operating costs. Which facilities are costing the most, and why? That data will help determine where maintenance, upgrades, expansion, or replacement are truly needed. I would apply the same disciplined approach to power infrastructure, planning for growth while ensuring reliable service and responsible use of taxpayer dollars.
The measures I support for effective business development are the ones that provide a return for residents. Are they creating jobs? Will they expand the tax base? Are we supporting new or established businesses? Both deserve our attention. I want incentives used strategically, with measurable returns. When residents give up revenue or help fund development costs, we should measure what the county and taxpayers receive in return.
When I was asked, I didn't see myself worthy to serve the people. In fact, I thought they texted the wrong guy and told them that. They were serious. However, after talking with my wife and prayers, the words fell on my heart, "Tony, it's not about you. I was never about you. It will never be about you!" I then realized that I served others the Marine Corps. Then I was okay with running.
Issues constantly change, but I believe mobility is the number one concern for many Precinct 2 residents, particularly in Sienna. Highway 521 and Sienna Parkway need real attention. We planned for growth and brought more people in, but did we plan adequately for moving them? How can we keep approving developments without ensuring our roads can support it? Growth also brings safety concerns. Flooded homes, stranded motorists, and roads reduced to one lane create dangerous situations. I will push for sound planning, road expansion, and flood mitigation to keep people and their homes safe.
I am a Registered Professional Engineer with a civil engineering degree and more than three decades of service as Precinct 2 County Commissioner. I have helped establish key county departments and delivered roads, drainage, parks, libraries, community centers, and health services. I bring proven leadership, fiscal responsibility, institutional knowledge, and a community-first approach.
My water infrastructure work spans decades, including service with the Houston Area Water Corporation and early regional efforts to secure a dependable long-term surface-water supply. Today, I continue working with cities, municipal utility districts, water providers, and local, state, and federal agencies to expand access to safe water and wastewater service. I will pursue infrastructure funding, strengthen emergency power for critical facilities, and press utilities and regulators for a more reliable, resilient electric grid.
I support strengthening our Economic Opportunity and Development Department by growing its professional staff and capacity to recruit employers, retain local businesses, and coordinate countywide efforts. I will continue supporting workforce partnerships, fair contracting opportunities for small and historically underutilized businesses, revitalized commercial corridors, and transparent, performance-based incentives tied to quality jobs and measurable community benefits.
I want to continue serving because public office is a public trust. Precinct 2 deserves experienced, accessible leadership that understands our history and the challenges of growth. I remain committed to listening, managing resources responsibly, and completing important work in Fresno, Fort Bend Houston, Missouri City, Stafford, and the other communities I serve.
Two pressing issues are access to quality-of-life services in Fresno and basic utility service along the FM 521 corridor. Through the Fresno Plan, I continue supporting parks, health and community services, housing opportunities, mobility, and responsible development. I am also working with local partners and state and federal agencies to expand access to safe drinking water, expand the wastewater treatment plant, and preserve the federal resources needed to serve residents as the area grows.
