They establish job positions for municipal employees and set compensation. Depending on local law, they may approve mayoral appointments of some or all department heads. They regulate public health and safety practices within the city. They play a role in land use policy through the use of zoning. Members representing wards of a city advocate for their ward residents while considering the overall needs of the city.
