Rockland County Executive

A county executive is the elected head of government of a county in the United States.The title for a person holding this position varies depending on the state. Many states with county executives refer to the position as county executive, but common alternative titles include county mayor, county judge, county judge-executive, county chair, chief executive officer, or, in New York, borough president. In consolidated city-counties, the executive may be referred to as the of the city. For example, the Mayor of San Francisco technically serves as the mayor of the city and county of San Francisco. What is the primary environmental concern in Rockland County, and how do you plan to address it?

Rampant overdevelopment is creating unsustainable demands on the water supply, increased water runoff, sewer overflows, loss of open space, noise pollution, diminished air quality, and gridlock on our roadways. However, the County has no jurisdiction over local municipalities when it comes to planning and zoning because New York is a home rule state. Nonetheless, I believe if a municipality shows a gross lack of proper planning and zoning, it should be subject to legal action that will force them to comply, or have their zoning authority revoked and ceded up to the County. As Executive, I will explore any and all available legal avenues to intercede in municipalities which are not conducting responsible planning and zoning enforcement.
When it comes to recommendations for funding and resources I will prioritize those groups, organizations or causes that act to uphold and bind together the fabric and fundamental principles of a free and open democratic society, and do not discriminate in regards to the people they benefit based on race, religion, ethnicity or gender. That will be my main criteria. I also intend to review the historical distribution of resources and if I believe worthy groups or causes have been underfunded in the past I might try to compensate for that going forward. In addition if new groups or organizations emerge that are meeting critical needs with a novel or more effective and efficient approach, I might look to shift resources in their direction.
