I was a professor at the University of Minnesota for 37 years. I have held many leadership positions. I am the best candidate for this position because of my diverse experiences in many countries, and a strong track record of collaboration and results. My background in academe has equipped me with the skills to listen, problem-solve, and build consensus among diverse parties. I am dedicated to serving with integrity, transparency, and innovation. My vision is to create a city where everyone feels heard, safe, and empowered to thrive. I will bring energy, fresh ideas, and the drive needed to make meaningful progress for all residents.
1. Fiscally conservative leadership—Dr. Biesboer is dedicated to responsible budgeting and the efficient use of public funds. 2. Environmental Stewardship and Public Safety—Protecting Minnetonka’s natural resources is a core value for Dr. Biesboer. As a lifetime of research in biology and the environment, he places a a high priority on maintaining the city’s environmental beauty. Public safety is also a priority. 3. Business Friendly -Small and large businesses underpin our economy.
I will attend community events to actively listen, seek input, and foster communication among our citizens. My approach is to listen actively, seek input, and foster open communication to ensure every voice is valued and reflected in city decisions. I would like to see more surveys and questionnaires sent to the citizens of Minnetonka to hear what is of value to them.
I will be available, I intend to be honest, as as an academic always want to discuss all positions and opinions. I am pure non-partisan belonging to no political party.

Four years ago, I hit the ground running. In my first term, I shepherded the creation of safe spaces for people to meet for parental visitation, or document or purchase exchanges. We expanded our city’s health & fitness resources to meet exploding demand by purchasing the Marsh. Our police and firefighters are getting support to upgrade capacities through initiatives such as embedded social workers and mental health response teams, new equipment, expanded training & increasing full-time firefighters. We support businesses through financial assistance programs and connections to resources. I also advance Minnetonka’s interests on the League of Minnesota Cities and Metro Cities Policy Committees.
Environment. Our surveys consistently show its importance to our community. I will continue to be a responsible steward of our forests, fields and parks. Housing and Community. We are a diverse, hard-working, interesting city. We need safe, stable housing options for people in all stages of life. We want our children, firefighters and teachers living among us. Economy. Our economic vitality is crucial. I will continue to pursue partnerships and diversify our revenue streams aside from tax levie
Awareness and understanding are key to my work. I will continue to build on my connections with neighborhoods and community interest groups that have come to me with their concerns. I produce a newsletter to update residents (and open a conversation with many). Reading public input on projects is essential; the conversations I have as a result have given me good information on which to base my decisions. I participate in community events – both those I organize and those to which I am invited.
Minnetonka has implemented many methods of pushing information out to interested people. We have email lists for each project, neighborhood meetings, and MinnetonkaMatters.com. I’m always interested in suggestions for how we can make information more easily accessible. I also stress that people with questions should give me a call.
