Newark City Charter Amendment
Shall Article 12.01 Classified and Unclassified Employees, be amended as recommended by the Discretionary Charter Review Commission by deleting under Section 9 All Department Heads with the following language: with the exception of the Director of Human Resources who shall be in the Classified Service and who shall be appointed through a competitive seleciton process to the extent practicle .
