Managing Growth - Any new development must be appropriate for our environment and the resources we want to preserve, in addition to fully paying for itself and not placing any additional tax burden on existing residents.

Ensuring Fiscal Responsibility - James City County is the smallest county in the country with a AAA bond rating from all three rating agencies. We earned that rating by adopting and adhering to conservative fiscal policies.

Maintaining Excellent Schools - We need to finish negotiating a contract to keep our joint school district together as it has served the two localities well. It is in the best interests of both the taxpayers and children of both jurisdictions to finalize a new agreement.
I do not support the use of our police officers for ICE activities. James City County does not have a 287g agreement with ICE, which means our officers are not deputized to perform ICE functions. We have a small police force for the size and population of our county, and we do not have the staffing levels to take on federal law enforcement responsibilities.
James City County is a growing community with increasing needs, and our facilities which were built in the 1970s are no longer adequate for our employees or the public they serve. The cost of providing the space we need in a new consolidated government center is roughly the same as providing it in scattered sites and buildings. Because of our sound fiscal management, we have the ability to build a new consolidated government center and maintain our AAA bond rating. Sometimes it is a smarter financial move to buy a new car than to attempt to keep an old one on the road when it has reached the end of its useful life. Government facilities are no different.
There are many reasons for managing growth in James City County, from not saddling our current residents with the costs of the increased services that new residential growth will generate to maintaining our environmental and historical resources. We have provided a wide array of green spaces in the county, from preserving historically significant properties such as Mainland Farm and Freedom Park to providing recreation and water access on the James River by purchasing property for parks at Jamestown Beach, Chickahominy Riverfront Park, and Brickyard Landing. We also require new developments to provide green/open space and recreational facilities for their residents.
