Albemarle County voters in 2025 will choose a supervisor for the Samuel Miller magisterial district for a seat on the six-member Board of Supervisors, the county’s primary legislative body. This board adopts policies and the county budget, enacts local ordinances, and directs key issues such as housing, land use, infrastructure, and public services. Biography
Fred is a proven leader in Albemarle, combining over 3 decades of professional experience in the area with deep public service. He currently serves as Chair of the Albemarle County Planning Commission, where he has spent time shaping land use & policy decisions. He previously served as Chair of the Architectural Review Board, ensuring development aligns with the county’s aesthetic beauty & character. Professionally, Fred is the Director of Design and Development at the UVA Foundation, where he has overseen major real estate design, entitlement & development projects for over 25 years. His current work includes growth at North Fork Research Park, revitalization of Boar’s Head Resort, restoration of Birdwood Mansion & Grounds, & support for currently 3 mixed-use & affordable housing developments. This unique experience, on both the applicant & decision-making side, gives Fred unique perspective to bridge government, community, & development interests to achieve wise & efficient outcomes.

Albemarle’s strength lies in both its vibrant communities and its rural landscapes. I will support growth within designated development areas, encouraging mixed-use, walkable neighborhoods with affordable housing, while protecting natural resources in the Rural Area. By focusing infrastructure investment inside growth boundaries and using conservation tools in rural areas, we can achieve balanced growth that preserves Albemarle’s character for future generations.
My top budget priority is fiscal responsibility, ensuring taxpayer dollars are spent wisely with measurable goals. I will support strong and equitable funding for schools, invest in public safety to keep our community safe, and direct resources toward critical infrastructure like roads, broadband, and utilities. By maintaining a balanced budget and seeking economic development partnerships and grants, we can meet community needs without placing undue burden on taxpayers.
I believe the role of a Supervisor is first and foremost to listen. Too often, people feel decisions are made before they have had a chance to weigh in. I will work to change that by being present and accessible to the people of the Samuel Miller District. That means holding town halls, open office hours, and community meetings across the district, from Crozet to North Garden to Howardsville, so that residents don’t always have to come to the County Office Building to be heard.
I will also make use of digital tools, surveys, and newsletters to keep residents informed and to invite their feedback. Transparency in how decisions are made is just as important as listening, and I will ensure county processes are open and easy to follow.
Most importantly, I will carry the concerns of residents into every decision I make on the Board. That means not only listening, but also acting, ensuring that policy choices reflect the values and priorities of the people I represent. Building trust through two-way communication will be central to my service.
Traffic and road safety are major concerns in the Samuel Miller District, where rural roads are carrying more cars than they were ever designed for. I will advocate for targeted investments to improve intersections, widen shoulders, and add safety measures in high-risk areas, especially along key commuter corridors. Expanding broadband and utilities must go hand-in-hand with these improvements so that residents and businesses have the infrastructure they need to thrive.
At the same time, we must plan growth carefully so that new development does not overwhelm our roads. By directing growth into designated areas and ensuring transportation projects are coordinated with land use decisions, we can reduce congestion and protect the rural character of our district. I will also work closely with VDOT and regional partners to secure funding for needed improvements and to make sure Samuel Miller receives its fair share of infrastructure investment.
