Special districts in Oregon are formed to provide specific local government needs. They are created by a vote of the people in the local area being served. Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.The 267 fire protection districts in Oregon can have different structures and mandates, but all are responsible for funding and staffing fire prevention and safety services, and for managing the budgets of local fire stations.Qualifications: Candidate must be a registered voter or a landowner in the district. I bring to this position a strong background of service through participation on numerous boards in a variety of roles. My experience has given me valuable insight into how effective organizations operate and how to support them strategically and collaboratively. I have a deep passion for volunteering and a long-standing commitment to supporting organizations that strengthen our coastal communities. Seal Rock Fire plays a vital role in that vision. With a genuine heart for service and a dedication to our community’s safety and resilience, I am ready and willing to serve and support the Fire Department in its critical mission.
My top priorities are supporting and educating our volunteers and staff, working collaboratively with other coastal fire departments, and increasing the department’s positive presence in the community. I will promote strong training programs, foster regional partnerships, and encourage community engagement through events and outreach. Recruiting new volunteers and retaining our current team is also essential, and I will focus on creating a supportive, inclusive environment where everyone feels valued.
The board’s role is to provide oversight, set policy, and ensure that the fire district operates in alignment with its mission and the needs of the community. The fire chief is responsible for managing the day-to-day operations of the district, including personnel, emergency response, training, and implementation of board policies.
The board does not manage the fire department directly; instead, it supports and evaluates the fire chief’s leadership, approves budgets, and ensures accountability. A clear understanding of these roles fosters a respectful, collaborative relationship where the board focuses on governance and long-term strategy, while the fire chief focuses on operational excellence and public safety.
