The Town of Spencer operates under the Council-Manager Form of Government comprised of a Mayor and five Aldermen.The Mayor and Aldermen are elected at-large in non-partisan elections for staggered four-year terms.The Council appoints a professional Town Manager to handle the day-to-day management of the Town services and staff.
