I spent almost 32 years working at Intel Corporation, where I spent much of my tenure there working as a Project Manager. I gained much experience working as a part of a large organization, managing multi million dollar budgets, working on cost reduction, managing people, managing complex projects and identifying and correcting problems.
I was on the Silver Falls School Board from 1997 until 2017. I was chair for nine of those years. I have a good understanding of the responsibilities of a board member and how to get things accomplished. During my time on the board, our district had administrative costs, and low student to teacher ratios when compared with like districts and by State averages. Our academic metrics were strong.
Our policies must reflect and comply with both State and Federal laws. Within that, our district policies should reflect our communities interests. Many times when reviewing new or recommended policy changes, there should be investigation on what the pertinent law actually says, rather than simply taking OSBA's recommendation. This allows the board to modify the policy statement to better reflect the communities standards.
Our district is in the middle of a financial crisis. Some significant and needed changes have recently be made, but more needs to be done. Rather than being reactionary, the district needs to prioritize its needs, by evaluating items through the districts mission statement. It would also be beneficial to return to the practice of having the principals more engaged with the budgeting process, with some ownership of how those funds are used within their school. There are many issues that the district will be facing that have budget impact. There is the upcoming PERS contribution change, maintenance of buildings, contracts, increases in healthcare costs and changes with Federal funding.
