North Lincoln Health District Director Position 7

Special districts in Oregon are formed to provide specific local government needs. They are created by a vote of the people in the local area being served. Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.Health districts seek to provide a range of physical and mental health services to communities, sometimes in association with a hospital. The board is responsible for budgeting and personnel administration.Qualifications: Candidate must be a registered voter in the district. Employees of the district are not eligible. ORS 440.325 and 440.330(6)Term: 4 years

Your Experience/Qualifications Currently hold Position 7 on the Health District Board; served on the Board's Financial Monitoring Committee, and served about 15 years on the North Lincoln Hospital Foundation Board (including four years as President as well as other positions). Other experience includes: Currently serving as appointed City Budget Committee Member, Executive Secretary of Lincoln City Rotary, Chair of Lincoln City Young Life Committee, Board Trustee at George Fox University, leadership at Chapel by the Sea.

Doctorate in Business Administration, Masters in Public Administration, BS in Business Management; owner of Harlan Business Consultants with over 30 years of business and financial management consulting experience; finance and budget experience with current service on Lincoln City Budget Committee, Hospital District Board, church finance committee, George Fox University Board of Trustees, and Rotary Board; and 20 years former experience on Clackamas Community College Board of Ed. and Budget Committee.
The District has challenges in furthering its mission for support of Samaritan North Lincoln Hospital's facilities and health education programs. This support for our rural hospital is vital to District residents who seek services on both an inpatient and outpatient basis during this time of uncertain funding for medical care.
The District has a website that is user friendly and current. It could be improved with more extensive information on District services and meetings that are open to the public.
