Special districts in Oregon are formed to provide specific local government needs. They are created by a vote of the people in the local area being served. Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.The 267 fire protection districts in Oregon can have different structures and mandates, but all are responsible for funding and staffing fire prevention and safety services, and for managing the budgets of local fire stations.Qualifications: Candidate must be a registered voter or a landowner in the district. If the district has a supporting ordinance, employees of the district are not eligible. ORS 478.050Term: 4 years

Your Experience/Qualifications I have worked in public service for over 35 years. Positions I have held are Human Resources Director, City Manager, Executive Director of the Deputy Sheriff Merit System, and a Human Resources Consultant for public entities. I have a Doctorate in Business, a Masters Degree in Public Administration, and a Bachelors Degree in Human Resources.

I have been a public servant for several years. My experience was achieved in county government for 17 years; city government for three years; and public consulting for five years.

I started my career in human resources working as a specialist; manager; and then director. I have also served as a city manager for a small city. I worked as the Deputy Sheriff Merit Commissions Executive Director for over 10 years. As a consultant, I worked with several fire districts to assist management with laws, regulations, and employee management.
I understand the unique culture of a fire district and how its resources are managed on a slim budget. My background will be beneficial in assisting the district with fiscal responsibility, management oversight, and accountability. The fire district manages the department with total transparency. I fully support this form of management, as it is part of my philosophy in working for the citizens.
The Directors work closely with the Fire Chief in ensuring the needs of the department are met and act in a supportive manner.
