Special districts in Oregon are formed to provide specific local government needs. They are created by a vote of the people in the local area being served. Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.The 267 fire protection districts in Oregon can have different structures and mandates, but all are responsible for funding and staffing fire prevention and safety services, and for managing the budgets of local fire stations.Qualifications: Candidate must be a registered voter or a landowner in the district. If the district has a supporting ordinance, employees of the district are not eligible. ORS 478.050Term: 4 years

Hello I am Edwin Weih I have lived in Oakridge on High Prairie Road since 1992. I owned and practiced medicine at five Rivers Family Practice until 2022 when I retired. I was an early supporter of the HRFD and kept the LaFrance fire engine on my property until the fire station was completed on Dead Mountain Road. I have been past president of the Oakridge Chamber of Commerce. I was a board member of the Greater Oakridge Area Medical Association. I am currently on the board of the Highway 58 Herald. I sit on the board for the RTMP/TRT committee. I was active in the very early days of HRFD and supported the LaFrance fire engine on my property.
Since formation in 2002 of the HRFD the fire dangers have changed dramatically. No longer are structure fires the major concern. The significant increase in grassland and forest land fires that may spread to our homes and structures have become the primary concern. I would try to move the district to having the appropriate equipment to carry out first strike response to grassland and forest land fires before the fires get to our homes. Continued training of our firefighters to meet these needs is also necessary. I would also establish strong communication and lines of authority with ODF and the Forest Service.
The board determines the direction that the Hazeldell district should go. We should accept the professional advice from the fire chief, but ultimately monetary and policy direction is the responsibility of the board.
