Special districts in Oregon are formed to provide specific local government needs. They are created by a vote of the people in the local area being served. Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.Health districts seek to provide a range of physical and mental health services to communities, sometimes in association with a hospital. The board is responsible for budgeting and personnel administration.Qualifications: Candidate must be a registered voter in the district. Employees of the district are not eligible. I am a retired RN. I worked for 16 years off and on at Grande Ronde Hospital in La Grande, 19 years at Mid-Columbia Medical Center in The Dalles and 19 years at Legacy Mt. Hood Medical Center in Gresham. I worked in Intensive Care in all three hospitals. My last 8 years of service was in Administration.

I retired from Nursing in 2020 after 41 years as an RN. My work was in Intensive Care primarily, including 2 years of work in an Endocrinology Clinic teaching. I spent the last 8 years of my career in Nursing Administration overseeing Nurse Managers, House Supervisors and the Education Department at the hospital. I taught Advanced Cardiac Life Support since 1985. In this position I completed my Masters In Nursing Administration and Leadership. The changes in medicine and life lessons are amazing from 1979 when graduating from school to the accomplishments that are current. There is still much to learn, and this position affords me the ability to stay up to date on what is happening in the field.
The challenges of working in a small community association is the negativity spread by members of the community. I find the members of the board very positive and working for the good of citizens needing dental care. The long-range plan is to add services such as Mental Health and Physical Therapy to the clinic. This would add benefits to the population, who don't want to drive longer distances in receiving care.
Transparency is encouraged and once the new clinic is open there is more opportunity for zoom meetings for anyone who wants to participate. The meetings are open to the public and notices of upcoming meetings are posted.
