Special districts in Oregon are formed to provide specific local government needs. They are created by a vote of the people in the local area being served. Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.Water districts are responsible for building and maintaining the infrastructure necessary to deliver potable water to homes and businesses in their service area. The board manages the budget and administers personnel.Qualifications: If the district has 100 or more voters, a candidate must be a registered voter in the district and a landowner in the district. ORS 264.410Term: 4 years

Your Experience/Qualifications I worked for SRCA for several years as Assistant to the Operations Manager. I stepped in as a temporary Board member when one of the Board members left before their term was done. I have experience in design and construction of water systems, piping, and hydraulics as my former occupation is Civil Engineering working in these specialties.

SRCA is a small water district with aging infrastructure and limited resources. It is imperative to continue to provide a clean and reliable water source to its residents. Being on the Board for SRCA allows me to have closer eyes and hands on the operation and maintenance, as well as administration and regulations. This allows me to be involved with solutions for a continuous supply of quality water to the residents.
I have the knowledge and skills to perform most duties as required by SRCA. I know what is required from my time as an employee. As a resident in the SRCA service area, I also understand that rates are continuing to rise. As a current Board member, I have been actively pursuing grant assistance from various local, state, and federal sources.
SRCA reviews water usage monthly for erroneous and/or high meter readings and water usage. Additionally, maintenance checks on hydrants, alarms on the water tanks, and visual checks on the above ground systems are done regularly to catch potential system losses. Adding leak sensing technology is one possible way to increase conservation.
