I am Chairman of the statutorily established Task Force on Substance Abuse Prevention and Treatment, the House budget subcommittee for Health, Mental Health Social Services and member of the Judiciary, Utilities, Special Committee on Higher Education funding, budget and ethics committees.
The budget is likely to decrease from the last few years. Maintaining the funding gains we have realized in the past few years in the policy areas described above will be important but difficult. Substance Abuse prevention and treatment is a top priority. The Department of Mental Health reports the social cost of Substance Abuse exceeds 8 BILLION dollars a year in Missouri, which, for comparison, is approximately one-half Missouri’s State (non-federal) general revenue.
The experience as a three term legislator in the majority Republican party with service on committees significant to the state, and a background of professional experience in law and education, together with a mature understanding of how the process works(or doesn't). The fact is with overwhelming majorities in both the House and Senate, nothing gets done that is not a majority party priority. There are many minority party members I like and respect, but whatever actually gets done is majority party accepted. The last few years disagreement as to priorities in the majority party along with minority party filibuster in the senate has held up bi-partisan legislation. Experience and developed relationship can address these concerns.
