MAYOR CONGRESS

The Congress Village Mayor has responsibilities defined by the Ohio Revised Code and local ordinances. They serve as the village s chief executive and lead the legislative authority.Executive duties:Chief conservator of the peace: The mayor is the top law enforcement officer within the village limits. This includes the power to suppress disorder and keep the peace.Enforcement of laws: They must ensure that all village ordinances, resolutions, and state laws are faithfully obeyed and enforced.Supervision of officers: The mayor supervises the conduct of all village officers. They examine complaints against these officers and have the authority to report or punish neglect of duty.Sign permits and licenses: The mayor signs all official permits, licenses, and other official instruments granted by the legislative authority.Budgetary oversight: They are responsible for communicating the village s financial status to the legislative authority and may protest expenditures they believe exceed annual revenues.Legislative duties:President of the legislative authority: The mayor presides over all regular and special meetings of the village council. They only cast a vote in the case of a tie.Recommend measures: The mayor can recommend measures to the council for adoption.Provide information: They must keep the council informed of the village s financial condition and overall affairs.The mayor of a municipal corporation organized under sections 705.71 to 705.86, inclusive, of the Revised Code, shall:(A) See that the laws and ordinances are enforced;(B) Recommend measures to the council for adoption;(C) Keep the council fully advised of the financial condition and future needs of the municipal corporation;(D) Prepare and submit to the council such reports as are required by that body;(E) Appoint competent, disinterested persons, not exceeding three in number, to examine without notice the affairs of any department, officer, or employee, and report the result of such examination to the mayor, and such result shall also be transmitted by him to the council without delay;(F) Perform such other duties as the council determines by ordinance or resolution.Ohio Rev.
