The City of Rittman, Ohio was settled in 1817. The City of Rittman operates under a Mayor-Council-Manager form of government. This form of government was established by the Charter of the City of Rittman in 1960.The Rittman City Council consists of 6 members; all of whom are elected to 4-year terms. Each Council Member is an At-Large representative. Three Council Members are elected during the November General Election in the odd-numbered years.The Mayor and members of Council are elected by the people, and are responsible for the legislative actions of the City, as outlined by the Charter. Council shall appoint a City Manager who is responsible for the day-to-day operations of the City.Rittman City Council members are responsible for the city s legislative actions, establishing local policies, and creating ordinances, including setting taxes, approving public improvements, and authorizing contracts. They also appoint the City Manager, who handles the day-to-day operations of the city. Additionally, council members serve as liaisons with the community, attend public meetings to address resident concerns, and represent the city s interests at various levels.Key Responsibilities:Legislative Power: Council members hold the legislative power of the city, passing ordinances and resolutions to govern the community.Policy Making: They determine all matters of policy, including the creation of new city offices, divisions, and commissions.Budgeting and Finance: Council approves the annual city budget and sets tax levies.Public Improvements: They authorize public improvements and approve contracts for city projects.Managerial Appointment: The council appoints the City Manager, who is responsible for the daily operations of the city.Community Representation: Council members act as representatives of their constituents, addressing concerns and promoting community well-being.Public Engagement: They are expected to attend city events and engage with residents to understand their needs and issues.Personnel Oversight: The council provides oversight to city departments and is responsible for the employment and salary structures for city employees
