I began pursuing a degree in Liberal Arts before transitioning into commercial property management and construction, where I have more than 30 years of experience.
This has given me valuable insight into roads, infrastructure, development, and construction. As a three-term City Council Member, I have worked directly with city budgets, bonds, parks, and road design, while helping secure federal and state funding for infrastructure.
My service on the Hays County Food Bank board, other nonprofits, and as Chair of the CAPCOG Clean Air Coalition has also strengthened my experience managing budgets and working collaboratively.
My top two priorities are managing Kyle’s growth responsibly and improving our infrastructure.
First, we must complete the road projects voters approved through the nearly $300 million road bond, including improvements on the underserved east side. Taxpayers deserve to see these projects completed, and developers must contribute their fair share toward infrastructure.
Second, we must strengthen our water infrastructure and secure sustainable water sources for Kyle’s future. As a former council member, I worked with ARWA to explore long-term water solutions. We must continue that work as Kyle grows.
Immigration enforcement is not the city’s role; it is the responsibility of the federal
government.
I believe anyone who commits a crime should be held accountable, regardless of immigration status. At the same time, everyone deserves to be treated with dignity and respect. As a Hispanic male who has spent years around construction sites, I understand the fear that immigration enforcement can create.
Our city should focus on public safety, follow the law, and never target anyone based on race or ethnicity.
Every citizen who participates in public comment deserves to be heard and treated with respect, but order must be maintained.
Recently, we have seen residents bullied and council members threatened during public comment without sufficient intervention from leadership.
Public comment should be a place to raise legitimate concerns, not a platform for intimidation or disorder. As mayor, I will provide strong, fair leadership to restore the integrity and purpose of public comment.
With three decades of volunteering in our community, it has taught me how to work and communicate with community members.
Sustainable growth is essential to Kyle’s future.
Despite state limits on local control, we can still guide responsible development and require new growth to pay its fair share of infrastructure.
As Council Member, I helped advance ARWA Line A, adding 240 million gallons of water per day, and will continue working on Lines B and C. We can also work with developers to manage housing density where appropriate.
Kyle should not pursue or approve large data centers that place additional demands on our limited water and power resources.
My education and career have taught me that good leadership starts with listening, learning, and treating people with respect. I hold a bachelor’s degree in Business and Communication from the University of Iowa and a master’s degree in Legal Studies from Texas State University. I’ve worked in the legal field since 2009, including more than 14 years as a paralegal. Serving on Kyle City Council from 2020-2023 gave me the opportunity to put that experience to work for our community.
My first priority is to restore Kyle’s financial stability. We need to be responsible with taxpayer dollars, reduce wasteful spending, and make sure our budget reflects the needs of our residents. My second priority would be strengthening our infrastructure, especially our roads and water system. People deserve to be able to get where they need to go safely and have confidence in a reliable and affordable water supply. As Kyle grows we must make sure our finances and infrastructure are strong enough to support that growth.
The City should protect residents’ constitutional rights and ensure that enforcement is carried out fairly, without discrimination based on race, language, or national origin. Immigration enforcement is primarily a federal responsibility, and the City should respect that role while following state and federal law. Our police should focus on keeping Kyle safe and enforcing the laws within their authority, regardless of a person’s immigration status. My responsibility as Mayor to keep our community safe while building trust between residents and local government.
As a resident whose First Amendment rights were violated by previous city leadership, I wholeheartedly believe strong leadership begins with listening. Residents should never feel intimidated, dismissed, or silenced because they disagree with those in office. I continue to support clear, fair, and consistent guidelines that protect every resident’s right to speak while maintaining respectful public meetings. Strong leaders do not have to agree with everyone but they must be willing to listen, consider different perspectives, and make decisions based on what is best for the entire community. Every resident deserves to be heard and respected.
Growth is part of Kyle’s future, but it should not come at the expense of the people who already call Kyle home. I support development when we understand its impact on our roads, water, wastewater, drainage, and neighborhoods. Kyle already faces challenges with water supply and infrastructure capacity, and large developments such as data centers will place significant demands on both. Before approving major development, Council should receive complete, factual information, including traffic, water, and infrastructure analysis, to make informed decisions. We can plan for responsible growth while protecting the quality of life of our residents.
My experience includes more than 20 years in construction, business ownership, executive leadership, and military leadership. I have built and managed multimillion-dollar businesses, led large teams, managed complex budgets and projects, and worked with government entities, infrastructure, and development. My military service strengthened my ability to lead under pressure, make difficult decisions, build teams, and remain accountable. All skills I will bring to serving as Mayor
My top two priorities would be responsible growth and restoring public trust. Kyle must manage rapid growth by investing in roads, infrastructure, public safety, and essential services while being fiscally responsible. Just as importantly, I want to strengthen trust in City Hall through transparency, accountability, and better communication. Ensuring residents are heard and that commitments made to voters are honored.
I believe the City should remain focused on its responsibilities to the Kyle residents. Public safety, infrastructure, essential services, and responsible growth. Immigration enforcement is primarily a federal responsibility, and the City should not divert local resources into federal policy debates. Our police should follow the law, cooperate when legally required, and remain focused on keeping Kyle safe.
Residents who take the time to participate in public meetings deserve to be heard and treated with respect, whether officials agree with them or not. I support clear and consistently applied speaking rules, professional conduct from elected officials, reasonable opportunities for public input, and meaningful follow up when residents raise legitimate concerns. Public input should never be treated as a formality, it should be considered part of the decision making process.
Growth should pay its fair share and never come at the expense of existing residents. I support balancing residential and commercial development with the real capacity of our roads, utilities, and water supply. Large users such as data centers should be held to a higher standard, including on site water treatment and recycling, water conservation, and alternative or supplemental energy systems. Growth should only strengthen Kyle’s tax base and quality of life.
