Wisconsin Legislative BranchWisconsin’s legislature makes state laws. The legislature has two houses: the Wisconsin Senate and the Wisconsin Assembly. Proposed laws (bills) can originate from either the state senate or assembly. Both houses must approve the bill before it is passed on to the governor for signature or veto. The legislature can override a veto with a two-thirds majority vote in each house. My top issues for this campaign are the concerns I hear knocking on doors, and they include codifying reproductive rights, protecting democracy, fully funding quality public schools, making more affordable housing and affordable child care available to Wisconsinites, and protecting our air, water, and land. I am proud of my 20 years of service and leadership as a La Crosse County Board Supervisor, including nine as the first female Chair. Under my leadership, La Crosse County secured a grant from the WDNR of $600,000 to complete conservation projects, kept taxes among the lowest in Wisconsin while maintaining an Aa1 bond rating, and developed many progressive programs, including alternatives to jail, which saved taxpayers money and created better outcomes for individuals and our community. In the Assembly, I will continue to work hard to solve problems and improve the quality of life for the people of the 96th Assembly district and all Wisconsinites.
Throughout the 96th District, as I meet voters and knock on doors, housing affordability is among the most often talked about issues. In the Assembly, unlike my opponent, I will vote to ensure WHEDA has the needed lending and bonding authority to provide a backstop for development projects and has the capacity to work creatively with developers, especially in smaller and rural communities. The award-winning Belle Square development in the City of La Crosse, which transformed a surface parking lot into a $100 million mixed-use development, is a prime example of my experience and skills in negotiating this type of deal - with developers like Don Weber, local elected officials, and other stakeholders. That is precisely the experience and knowledge we need in our representative in Madison. Additionally, funding for maintaining and expanding public housing should be increased, and the permitting process for affordable housing projects should be expedited to reduce development costs.
Voters are supposed to choose candidates, not the other way around. Politically motivated gerrymandered maps created an undemocratic situation in Wisconsin that netted a vastly disproportionate number of Republican representatives in the state legislature. Thankfully, the Wisconsin Supreme Court did the right thing in declaring those previous maps unconstitutional. An independent, non-partisan redistricting commission should draw Wisconsin’s electoral district boundaries based on thorough and accurate census counts, and legal protections against extreme gerrymandering must be written into state law. In the Assembly, I will sponsor and vote for such legislation as well as the establishment of clear legal standards for challenging unfair district maps in court.
Family farms, watersheds, and all of our natural resources are the bedrock of the Driftless region. Creating incentives for renewable energy and sustainable farming is paramount to preserving and protecting our environment. Because PFAS is a pressing challenge in our region that must be addressed immediately, the legislature must take the first step to address PFAS in our water by establishing standards for PFAS regulation and comprehensive monitoring and testing programs for PFAS throughout the state. Important new and alternative land use practices. I support the Coon Creek Community Watershed Council’s, proposed conservation practices including no-till and cover crops, managed grazing, grass waterways, and grade stabilization structures. I would also be an advocate for creating an environmental justice office to evaluate the health effects of our present energy consumption and promote and maintain sustainability practices
My husband and I are the proud parents of two children who attended and are graduates of La Crosse Public Schools. I am a proud and loud supporter of public schools and educators! My educational priorities focus on investing more State monies into public schools. Because the State has not upheld its commitment of ⅔ funding of public schools for decades, local schools throughout the state, especially in rural communities, struggle and students’ education suffers. Using taxpayer dollars to support a second, exclusive school system through vouchers is irresponsible and inequitable. The voucher system diverts public funds to private schools, reducing resources to our already strapped public schools, and must end. Beyond fulfilling the school funding commitment, the State must invest additional monies into comprehensive mental health and Special Education services within our public schools.
