Mayor and City or Town Council In Arizona, most cities and towns operate under a council–manager form of government. The Mayor is the city or town’s chief elected official, providing leadership and policy direction. At the same time, a City or Town Manager, appointed by the Council, oversees daily operations and municipal staff. The Mayor typically presides over Council meetings, represents the municipality publicly, and serves as a voting member of the governing body. In most Arizona municipalities, the Mayor does not have independent veto authority; decisions are made collectively by the Council as defined by state law and local charters.The City or Town Council serves as the legislative and policymaking body. Council members adopt ordinances and resolutions, approve the annual budget and capital improvement plans, set local policy priorities, and oversee city operations. They also respond to constituent concerns through public meetings, correspondence, and coordination with city staff. Most Arizona cities and towns hold nonpartisan elections for Mayor and Council, and four-year terms are typical. I would support economic opportunities that strengthen the local economy while reflecting the community’s needs and values and promoting long-term sustainability. This includes encouraging businesses and industries that provide stable jobs, support local residents, and operate in environmentally responsible ways. I believe economic growth should improve quality of life by fostering innovation, investing in education and workforce development, and supporting small and locally owned businesses. At the same time, development should be planned carefully to protect natural resources, reduce environmental impacts, and ensure that future generations can continue to thrive. By balancing economic success with social and environmental responsibility, communities can build a strong, resilient, and sustainable future.
My top budget priorities would be public safety, infrastructure, housing, and community programs, with funding allocated based on both immediate needs and long-term community benefits. I would ensure that public safety agencies have the resources needed to protect residents and respond effectively to emergencies while also supporting preventative measures that reduce crime and improve community trust. Investing in infrastructure, such as roads, water systems, and public facilities, would be a major priority because maintaining and improving these assets is essential for public health, economic growth, and quality of life. I would also support funding for housing initiatives that increase affordability and recognizing that stable housing contributes to stronger and safer communities. Overall, I would focus on a balanced approach that addresses critical services while making strategic investments that strengthen the community for the future.
