I do support special elections when the vacancy occurs before the middle of the incumbent's tenure. After that point, it's a huge cost to the taxpayer for a relatively short tenure in office and hence does not justify the cost of a special election.
I look to the person's leadership ability, their integrity and how well they have fulfilled their previous Campaign pledges (whether or not elected to office), and their ability to get along with a diverse cross section of people. I also examine the constituent service of the candidate and how well they respond to constituent needs.
As members of the Central Committee, we get to build the party from the ground up, selecting the kind of leaders we feel are needed for the nation. I am very proud of the composition of the Baltimore County Democratic State Central Committee for its commitment and staunch representation of a wide cross section of ethnicities, age groups, gender identities and political persuasions.
I personally follow the principles of looking for evidence of constituent service, integrity, bipartisanship, collaboration, and a genuine desire to help people in order to choose whom to appoint in cases of vacancies. I believe that this has stood us in good stead in the County.
