Experience and Qualifications
Rick Handley’s career includes all levels of government; county, state, and national, and owning and managing a consulting business. Rick began his career working at the Oneida County Planning Department. Rick has also worked for New York State, and The Coalition of Northeastern Governors Policy Research Center in Washington DC. In 2008 Rick formed a consulting business, Rick Handley & Associates. As a consultant Rick provided clients with business development guidance, and technical and business assessment of emerging technologies specializing in renewable technology. Through his firm, Rick provided a range of services to for-profit, non-profits, and municipalities, including project development, grant writing, and public education.

Malta is at risk of losing some of its unique character due to increased development. If elected I will push to revise the Town’s zoning to increase green space and reduce housing density by decreasing the number of apartments in favor of more single-family homes and townhomes.
I want to make it easier for residents to stay informed and to be part of major decisions in our Town. If elected I will push to have all Town Board meetings, workshops, Planning Board meetings, and hearings live-streamed and placed on YouTube for future viewing. I will also seek changes in the Town’s website and notification features to make them easier to use and help to keep residents better informed.
Pass responsible zoning changes that will help us better control new development including adequate setbacks to protect existing neighborhoods, protection for existing mobile home parks, control of short-term rentals, and adequate green space and safe pedestrian access.
Create a public safety committee to help ensure that all our public health and safety organizations in Malta are working together, and that we provide fair and adequate funding for our Fire Departments, EMS, police protection, and code enforcement.
Recreation plays a vital role in the quality of life in a community.
I would explore ways to safely connect pedestrian and bike access to the Zim Smith Trail, Saratoga Lake and the Luther Forest Athletic Fields.
I would like voters to know that I have the knowledge, experience, and desire to serve on the Malta Town Board. I am a 29-year resident of Malta, raised our three children here, and that I have been active in community organizations all my adult life. I have served as president of a small community Chamber of Commerce, served on the board of directors of two non-profit renewable energy organizations, a little league baseball coach, and a volunteer for Care Links, now Captain Community Services. I am an active member of the Malta League of Arts, Malta Seniors, and have been Vice Chair and Chair of the Malta Democratic Committee.
