Conroe ISD Trustee, Position 3

The Board of Trustees ensures the creation of a vision and goals for the district, evaluates district success, and communicates the district’s vision and success to the community. The Board adopts policies that inform district actions, hires a superintendent to serve as the chief executive officer of the district, and evaluates the superintendent’s success. Trustees also establish an annual tax rate, approve an annual budget, and periodically call for bond elections consistent with the district’s vision and needs. Term: Four (4) years

Father of four CISD students, elementary through high school, and a 22-year public finance professional. I run the Texas division of an investment banking firm and have worked on 750+ municipal financings totaling over $23 billion, including Conroe ISD's own bonds. Every board decision lands on my family. I'm not running from a distance; I'm running from the carpool line.
UT Austin McCombs finance graduate, FINRA-licensed, TASBO and GCGFOA member. 22 years structuring public financings for school districts, cities and counties, serving as a fiduciary to ISDs, and analyzing HB 3, SB 4 and SB 23 for officials testifying in Austin. I can read a district budget and bond schedule without a translator, ask hard questions in real time, and explain my votes plainly.
CISD has scored an 85 (B) three years running, with seven campuses rated D or F. The District's Drive 2 90 goal is the right target. Our biggest opportunity is closing the gap between our A campuses and our struggling ones by spreading what already works. The Board should fund the plan's interventions, demand measurable progress, and hold itself accountable without micromanaging staff.
Pay and respect. Teacher raises have not kept pace with costs, and heavily scripted state curriculum takes time from real teaching. The Board can make competitive, consistent pay the first priority in every budget, cut paperwork unrelated to teaching, keep curriculum decisions local, and create a formal channel for teacher input before votes are taken, not after.
Money. Enrollment is projected to decline for the first time in years, state funding formulas shift every session, and the District carries significant long-term debt. I will support re-bidding contracts that have rolled over for years, eliminating overlapping services, protecting classroom spending first, and honoring the tax rate commitments made to voters.
CISD meets the state's civics requirements, but the best civics lesson is watching local government work honestly. The Board can model it: explain votes plainly, run open and respectful meetings, welcome student voices, and support student government, debate, mock elections and voter registration for eligible seniors. Students who see accountable government learn to expect it.
