Since I was first elected in November 2020, I have served on the FBISD board policy committee and currently chair the committee. Policies are the blueprint that guides board governance. In addition, my 29 years in education have afforded me a deep understanding of how policy and oversight must work in tandem to guide the design, implementation, and evaluation of instructional programs, training for staff, stakeholder engagement, and improvement planning to support student achievement.
I was a teacher, literacy coach, and ESL Coordinator in FBISD. I provided consultation (program improvement, audit project management, grant writing and facilitation, and interim PreK Leadership). I volunteered as a reading tutor, Destination Imagination team manager, PTO board, and library helper.
The superintendent manages the budget; however, the following board strategies are vital for promoting stellar learning experiences for students. 1) The board and superintendent must develop specific, measurable, strategic goals and priorities that promote continuous improvement for our students, staff, and programs. 2) The board must evaluate strategic plan outcomes to determine if the allocation of resources is aligned to promote quality student achievement and retain high-quality staff. 3) The board must evaluate the superintendent's performance towards strategic goals and priorities.
Many school districts face declining enrollment, including FBISD. State funding is shifting away from ISDs as seen in the large influx of state-approved charter schools over the past decade and Texas Education Freedom Accounts (vouchers). Also, land in our district is mostly built out and new housing is limited. Fort Bend ISD must continue to provide exceptional and innovative learning experiences through special programming, career and technical education, and extracurriculars. The board must work with stakeholders to retain students and attract new families to the FBISD community.
Access to effective instructional programming and to mental health support are vital for student success. The district must: 1) provide flexible and dynamic approaches to curriculum and instruction based on campus and student needs, 2) improve access to PreK-12 literacy and numeracy instruction, especially in historically low-performing schools, 3) provide more opportunities for children to become bilingual and biliterate, 4) provide opportunities for all children to find success and joy in learning, and 5) improve the ratio of counselors and mental health providers.
Growing up as a proud product of public schools, I know firsthand the incredible impact a strong classroom can have, as a father of 3 in our local schools, fighting for their future is personal. With over 20 years of experience managing financial operations, risk, and compliance in the corporate and business sectors, I bring a steady hand for fiscal stewardship and transparency. But good governance takes more than just balancing a ledger; it takes someone who will listen to our community.
As a parent of three children in local public schools, my commitment runs deep. My wife previously worked for the district, and we've actively supported our schools through PTAs and booster clubs. I also proudly served as President of my son’s JROTC Parent Association.
I would prioritize classrooms over administrative bloat by conducting independent financial audits to redirect misallocated funds directly to teachers and student resources. I also propose adopting interactive budget reports so taxpayers have total transparency. By cutting redundant paperwork and focusing on data-driven priorities, we can ensure every dollar enhances educational quality without placing extra burdens on our schools.
The biggest challenge facing our district is managing tight budgets and enrollment shifts without losing community trust. To address this, I will push for independent financial audits to eliminate bloat, redirect misallocated funds directly to classrooms, and implement interactive budget reports for total transparency. By prioritizing open communication and fiscal stewardship, we can protect our schools.
1. Enhance Academic & Workforce Readiness: Equip students with practical skills by partnering with local industries and expanding career-ready pathways.
2. Expand Holistic Student Support: Implement progressive discipline and proactive counseling to address behavioral root causes rather than relying on exclusions.
3. Prioritize Classroom Resources: Conduct independent financial audits to direct maximum funding away from administrative bloat and straight to teachers and learners.
4. Deepen Community Collaboration: Establish interactive reporting and feedback loops for parents and educators.
