Personal Biography
J.C. grew up on a farm and oil lease in rural Oklahoma where he spent time developing a love of the outdoors. He received a MS from OSU, a PhDfrom KSU, and he has publications and presentations in molecular structure, science education, and professional ethics. He taught physics and chemistry at Newman University and Friends University where he served at times as faculty president, and as chairman of the pre-med, curriculum, and faculty evaluation committees.
Community/Public Service
J.C. firmly believes that the best investment we can make in our future is to educate our children and young adults. He has served as a YMCA volunteer, adult 4-H leader, cosponsor of a Young Republican chapter, and as a Sunday school teacher. He has been a judge at science competitions, science bowls, science fairs. He was the director of the Dryfus chemistry camp, and taught in several summer programs designed to attract students into science and healthcare professions. J.C. is a member of the American Geophysical Union, the Sierra Club, and the League of Conservation Voters. He has three children and nine grandchildren, He is committed to making sure Kansas remains a great place for his grandchildren, yours, and for all future generations.

I think the Kansas Legislature does not well represent the needs of Kansans. I spent one term as a Representative, so I am familiar with how things are done and need to change. My background in science allows me, where possible, to influence debate with data and reasoning
My Campaign priorities are school funding, lowering property taxes, and healthcare for all Kansans. I will be a strong proponent for increased school funding, particularly for early childhood education. I will advocate for lowering property taxes and making up the lost revenue by means-testing property tax rates. We must expand Medicaid. Kansas needs to limit co-pays for insulin and other life-saving drugs. Roadblocks need to be removed so that people can more easily access mental health care through their health insurance.
Legislative rules must be changed to make the legislative processes more transparent and democratic. Every bill should be debated and voted on on the House floor. Conference bills, which do not allow debate, and the “Gut and Go” process, should be eliminated.
Overall, Kansas elections have been conducted fairly. However, there have been efforts to keep eligible citizens from registering and to make it harder to vote by mail. Voter suppression laws should be voted down. We should make it as easy as possible for every citizen to register and vote. I would like to see elections conducted by ranked-choice voting, which avoids runoff elections and allows third-party candidates to run without being spoilers. We should allow fusion voting, which allows a candidate to be nominated by more than one political party. This tends to discourage parties from nominating extremist candidates.
