PENDER COUNTY BOARD OF COMMISSIONERS DISTRICT 04 (UNEXPIRED)

The 5-member Board sets the policy for the county, determining the strategic vision for the county, appoints a county manager, attorney and others to serve the county, adopts ordinances, including zoning, and establishes an annual budget, which includes setting the tax rate and calling bond referendums. Commissioners are elected county-wide in partisan elections in even-numbered years; all serve staggered 4-year terms; Commissioners must reside in the district they represent.

I bring a unique combination of military leadership, private-sector experience, constitutional education, and local government service.

As a U.S. Marine Corps combat engineer, I learned accountability and disciplined planning. As a business owner and contractor who has worked on large taxpayer-funded construction projects, I understand budgeting, infrastructure, and long-term cost impacts. As Vice Chair of the Board of Adjustment, I have hands-on experience with land-use and zoning decisions. I am independent, I do not take money from builders or special interests, and I answer only to the people of Pender County.
The top issues facing Pender County are rapid growth, strained infrastructure, fiscal accountability, and transparency. Population growth is outpacing roads, schools, utilities, and public safety planning. At the same time, taxpayers are rightly concerned about how their money is being spent and whether long-term costs are being considered before decisions are made. If growth is not managed responsibly, residents will pay the price through higher taxes, congestion, and declining quality of life.
The most effective role the County Commission can play in improving local schools is responsible funding, long-term planning, and strong oversight—while respecting that curriculum and classroom management are the responsibility of the school board. Commissioners should ensure school facilities are built to accommodate future growth, reducing costly expansions later, and that capital funds are spent efficiently. I support prioritizing teacher retention and student safety through targeted investments, not unchecked spending. Smart infrastructure planning, fiscal discipline, and accountability are how county government best supports education without overstepping its role.
A strong local economy depends on stable taxes, clear rules, and respect for personal property rights. I support by-right development and predictable regulations that allow landowners, small businesses, and family farms to invest with confidence. At the same time, county government has a constitutional responsibility under the U.S. and North Carolina Constitutions to guide growth responsibly through lawful tools such as targeted Unified Development Ordinance updates, infrastructure planning, and development standards tied to public safety and capacity. I will streamline permitting, reduce unnecessary regulation, and support local employers while protecting residents from long-term fiscal and infrastructure strain.
Improving social services starts with focusing county government on its core responsibilities while working closely with community partners. I support prioritizing services for the elderly, veterans, and residents who are truly unable to care for themselves, while emphasizing accountability and measurable outcomes. The county should partner with nonprofits, faith-based organizations, and veteran groups that already deliver effective assistance, rather than expanding bureaucracy. Streamlining administration, reducing duplication, and ensuring programs are sustainable will improve both the quality and availability of services without creating long-term dependency or unnecessary taxpayer burden.
I offer a principled, practical approach to county government grounded in service, accountability, and constitutional limits. As a U.S. Marine Corps veteran, small business owner, and Vice Chair of the Board of Adjustment, I bring leadership experience, fiscal discipline, and firsthand knowledge of land use, infrastructure, and budgeting. I believe county government should protect property rights, plan responsibly for growth, and respect the taxpayers who fund it.
