The North Carolina House of Representatives is the lower house of the North Carolina General Assembly. The House of Representatives consists of 120 members who serve a term of two years. Each member represents an average of 87,116 residents *, as of the 2020 Census . The presiding officer of the House of Representatives is the Speaker of the House, who holds powers similar to those of the Senate President pro-tem. The Speaker is elected by the members from their membership for a two-year term. The Speaker’s duties include maintaining order in the House and appointing members to the House standing committees.The North Carolina General Assembly, of which the House is a part, is to convene a new regular session every two years, and the dates for these sessions are set by law. The NC legislature makes decisions on the budget: taxes, tax credits, economic development, education funding, Pre-K, the courts, Medicaid, etc. It also passes laws that set environmental standards such as water and air quality, tax rates, tax credits, criminal justice. Legislators in both chambers serve two-year terms without term limits. I am a retired Navy Captain and served in the Navy for 30 years in our Submarine Force. Then I worked in 2 high technology industries in senior global manufacturing operations and new product development roles. I have held senior level leadership roles in both the Navy and business.
Having served on the Iredell-Statesville Schools Board of Education these past 3 years, I have seen first-hand how the state’s funding model of public education is broken and not sustainable. It needs to be fixed.
Now, I want to serve Iredell County and North Carolina as the House District 95 Representative in order to fix the state's broken funding model for public education as well as to address the many challenges faced by the citizens of North Carolina

Iryna Zarutska’s terrible and senseless murder this past summer in Charlotte exposed the need to strengthen repeat offender and pretrial release laws. Thankfully, the Governor signed ‘Iryna’s Law’ which helps address some of these, but I will support even stronger laws which eliminate cashless bail, keep repeat offenders off the street and eliminate sanctuary cities.
Change the funding model for public education and return more local control to the school districts.
Having served on the Iredell-Statesville Schools Board of Education these past 3 years, I have seen first-hand how the state’s funding of public education punishes school districts like Iredell County. Currently, state funding is based mostly on student enrollment. What is not adequately accounted for are districts that have high areas of poverty and significant numbers of special needs students. Iredell County is a Tier III County and is considered “wealthy,” therefore, we receive insufficient funding to meet all the educational costs of the student population, high poverty areas and special needs students.
Tax policy and North Carolina's economy are joined at the hip. We need to continue to grow our state and local economies by attracting new business with high-paying jobs and by supporting fiscally conservative policies and keeping state income taxes low. We must be smarter about how we incentivize business. For the past 25 years, North Carolina has given businesses $6.1B in grants yet only 12% of these businesses have delivered on their promises for job creation and investment. Not acceptable.
Having worked for two high-technology companies, I know what it takes to attract and retain these companies which will provide great jobs for our growing population and state and local economies. With growing economies, we keep our taxes low.
As mentioned in a previous question, we need to strengthen repeat offender and pretrial release laws. I will support even stronger laws which eliminate cashless bail, keep repeat offenders off the street and eliminate sanctuary cities.
Another priority for me: Strengthen election integrity.
Free and fair elections are the cornerstone of democracy. North Carolina needs to strengthen its laws regarding voter database maintenance, registration processes, election procedures and processes.
Finally, serving my county constituents and fellow military veterans would be my greatest honor. No one should ever suffer because they cannot get their problem solved or cannot get an answer to a question. Sometimes government gets in the way of commonsense customer service and I will do whatever I can to break through any bureaucratic logjam. I commit to serve with honor and integrity while representing the conservative values of Iredell County.
