NC HOUSE OF REPRESENTATIVES DISTRICT 051

The North Carolina House of Representatives is the lower house of the North Carolina General Assembly. The House of Representatives consists of 120 members who serve a term of two years. Each member represents an average of 87,116 residents *, as of the 2020 Census . The presiding officer of the House of Representatives is the Speaker of the House, who holds powers similar to those of the Senate President pro-tem. The Speaker is elected by the members from their membership for a two-year term. The Speaker’s duties include maintaining order in the House and appointing members to the House standing committees.The North Carolina General Assembly, of which the House is a part, is to convene a new regular session every two years, and the dates for these sessions are set by law. The NC legislature makes decisions on the budget: taxes, tax credits, economic development, education funding, Pre-K, the courts, Medicaid, etc. It also passes laws that set environmental standards such as water and air quality, tax rates, tax credits, criminal justice. Legislators in both chambers serve two-year terms without term limits. Over 18 years of public service on the Board of Sanford City Council. I have a strong understanding of the infrastructure needs of the area not limited to water, sewer and roads but also fire responders both police and fire.

Currently I am in the fifth term of the Joint Planning Commission where I have had the honor to lead a major overhaul of the UDO protecting the growth corridors but also striking the balance of protected areas in particular farm land.
First and foremost make sure we are doing our job to get a budget passed in timely fashion. Also need to make sure all areas in District 51 infrastructure needs are being met. We fail to realize that needs vary by community. I also would like to for us to remove barriers for businesses to thrive.

I also have a strong support for our law enforcement community as well as Fire Departments. It is vital tbat we give them the tools to not only meet day to day needs but planning for future.
First in foremost, teacher has to increase to match national levels. We must return the creativity back to the classroom. Charles,

In 2025, 1670 Students (Moore and Lee Counties) received an average of $5399 per student in NC Opportunity Scholarship Funding. Public school students received an average of $12,504 per student (state, federal and local funds). The amount of funding provided for the NC Opportunity Scholarship is under funded compared to public schools. I support equal funding for children as well as parent’s rights to choose the school program and environment that is best for their children. Private schools have the authority to set admissions and tuition policies and government shouldn’t interfere.
I believe North Carolina should zero out its personal income tax, zero out its corporate tax, and increase our competitiveness by eliminating all excessive regulations on businesses.

We also have a fiduciary responsibility to that we don’t have a budget that will not hold the weight of future budgets.
First of all after the tragic events of Sandy Hook, I went to the legislature and introduced language that was accepted. The bill gave a mandatory 10 year sentence for any convicted gun felon committing a crime with a gun. No judge shopping! This was implemented as a tool to be used at a local level as optional for DA. My goal will be to make this mandatory.

We also need to take a strong stance against fentanyl. A huge step was implementation of death by distribution statue.
